Catherine Musingwiire, the Permanent Secretary and her team failed to account for more than shs 23 Billion Ugandan tax payers money which is claimed to have been paid to pensioners beyond the legal period of 15 years after retirement, between 2013 – 2015 by the Ministry of Public Service.
Public servants have a right to receive pension for 15 years, after which they present annual life certificates as evidence to claim their benefits – Section 18 (1) Pensions Act.
Reports show that more than 17,593 public servants received pension in strange ways and there is no evidence to backup their legalities.
The accountants and former Permanent Secretary are in hot soup in front of the Public Accounts Committee over Shs 12.7 billion between 2013 – 2014 and Shs 11 billion between 2014 – 2015 which was paid to claimants without proof of life certificates according to reports by the Auditor General.
Luckily Catherine is off the hook since she wasn’t the acting Permanent Secretary at the time. It is sad to see this amount of tax payers money being stolen and misused by corrupt officials while many still live in poverty yet the economy and inflation worsen as well.
